A Water Problem in Japan

Africa is not the only place with water problems, as a result of the accident at the Fukushima Daiichi nuclear power plant, there is a desperate attempt to prevent the radioactive water from spreading into the soil and near by ocean.

According to the Los Angeles Times front page Tuesday, March 29, 2011
 "Their  challenge is compounded by the fact that they must continue to douse water on the nuclear reactors..."
The water is used to cool the reactors, they have used this process since the incident. Sand bags are being used to hold back the radioactive water from the soil and ocean. Nuclear waste is usually disposed of through a plan, this nuclear waste disposal is through emergency.

Somalia has another typer of terrorist problem -PIRACY







Somalia
 Piracy is a war-like act committed by private parties that engage in acts of robbery and/or criminal violence at sea. People who engage in these acts are called pirates. This sounds like para-terrorism at sea. Mercenary firms are now invloved in solving this problem in Somalia. The Saracen International deal to train for antipairacy according to The Wall Street Journal Friday, March 18, 2011, "Lafras Luitingh, the chief operating officer of Saracen said in a statement that the program had been suspended since Feb. 12 and that the decision was made 'after close consultation with The U.S.' Tje Somalia government canceled a similar contract in January."

LAPD Detectives Investigate Stolen Cargo

LAPD Commercial Crimes Division detectives are investigating a cargo theft case that occurred in Utah. The stolen product was being stored and sold in the Los Angeles area.

In mid-March 2011, LAPD detectives from the Commercial Crimes Division’s Commercial Auto Theft Section (CATS) Cargo Unit were notified by a cosmetics company that a container load worth $4 million was stolen in Utah in mid-February 2011. The load was bound for Washington state. The company lost two previous loads, one in 2009 and another in 2010. The company’s loss prevention detail traced the stolen 2011 product to Los Angeles and CATS detectives took over the investigation. Several possible locations were identified and surveillance evidence was gathered.

On March 24, 2011, detectives observed material being loaded into a delivery truck from a large warehouse in South Gate. Fearing evidence may be lost, detectives went into the open warehouse business and saw what appeared to be the stolen product. After obtaining consent from the business, detectives searched the area. Employees of the company confirmed the product as the items stolen in February 2011. The detective immediately secured the location and detained eight employees.

Further investigation revealed four additional locations containing stolen product from the company: 9th and Broadway in Downtown Los Angeles, Whittier Boulevard in East Los Angeles, Pacific Boulevard in Huntington Park and East Washington Boulevard in the City of Commerce. Stolen product was recovered from all four locations, totaling approximately $2 million.

No arrests have been made at this time and the investigation is ongoing.

The U.S. Department of Education has fined Virginia Tech $55,000 for waiting too long to notify students during a 2007 shooting rampage.

The amount was the maximum fine Tech faced for two violations of the federal Clery Act, which requires timely reporting of crimes on campus.

In announcing the fine Tuesday, department officials said the violation warranted a fine “far in excess” of $55,000. Violations and fines are rare, with only a few dozen over the past two decades.

Leaked water from the Fukushima Daiichi nuclear plant showed the highest radiation readings yet, compounding the risks for the hundreds of workers trying to repair the facility’s cooling system. Seventeen workers have been exposed to high levels of radiation, and airborne radioactivity in the unit 2 building remained so high that a worker there would reach his yearly occupational exposure limit in 15 minutes.

Geraldine Anne Ferraro Zaccaro, 75, passed away Saturday morning at Massachusetts General Hospital, surrounded by her family. The cause of death was complications from multiple myeloma, a blood cancer that she had battled for 12 years.

Ms. Ferraro earned a place in history as the first woman and first Italian-American to run on a major party national ticket, serving as Walter Mondale’s Vice Presidential running mate in 1984 on the Democratic Party ticket.

The nation’s top aviation official says he’s suspended a control tower supervisor while investigating why no controller was available to aid two planes that landed at Washington’s Reagan airport earlier this week.

Federal Aviation Administration Administrator Randy Babbitt said Thursday in a statement that the controller has been suspended from his operational duties. He said he was “personally outraged” that the supervisor — the lone controller on duty in the airport tower at the time — failed to meet his duties.

An aviation official who spoke on condition of anonymity because an investigation is underway said the supervisor fell asleep.

Why: Sobriety checkpoints are a proven enforcement tool effective in reducing the number of persons killed and injured in alcohol involved crashes, as well as being an valuable means for heightening awareness of the dangers of impaired driving.

Officers will be checking drivers through the checkpoint for signs of alcohol and or drug impairments. Officers will check for proper licensing and will strive to impact motorists only momentarily. If officers suspect that a driver has been drinking or is impaired, they will conduct a field sobriety test. Those who fail, should expect jail, vehicle storage fees, license suspension, insurance rate increases, along with fines, fees, driving under the influence classes, other expenses that can exceed $10,000.

Statewide, overall traffic deaths declined by 23 percent, from 3,995 in 2007 to 3,081 in 2009. Total traffic fatalities are at their lowest levels in six decades, when the federal government began compiling figures. Driving under the influence deaths declined by 16 percent, from 1,132 in 2007 to 950 in 2009, according to federal statistics. Alcohol impaired deaths still make up the largest category of overall vehicle fatalities in 2009, with 31 percent of all deaths caused by a drunk or impaired driver.

“Everyone in California should be heartened with these figures,” said Christopher J. Murphy, Director of the California Office of Traffic Safety (OTS). “But as encouraging as this is, we can’t let up on the efforts to encourage and support traffic safety. You can help make your community safe; if you see a Drunk Driver – Call 9-1-1.”

Funding for this and other DUI checkpoints are provided to the Los Angeles Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, targeting those who still don’t heed the message to designate a sober driver. The control tower at Reagan National Airport went silent early Wednesday, forcing two airliners carrying a total of 165 passengers and crew to land on their own.

The tower did not respond to pilot requests for landing assistance or to phone calls from controllers elsewhere in the region, who also used a “shout line” which pipes into a loudspeaker in the tower, internal records show.

The Federal Aviation Administration is investigating the incident, agency spokeswoman Laura J. Brown said in a statement.

Nate Dogg Died At the Age Of 41, according to http://www.nextgenupdate.com/. The rapper "Nate Dogg", aka Nathaniel Hale, has died, according to the Long Beach Press-Telegram. The newspaper reports the rap star's family announced his death Tuesday. The cause of death isn't known, but Hale did have strokes in 2007 and 2008. Hale was born in Long Beach and is known for rapping with icons such as Snoop Dogg and Warren G.

Los Angeles: The family of David Ristovski and the Los Angeles Police Department are asking for the public’s help to find Ristovski.

On March 9, 2011, Ristovski, a resident of Los Angeles, was last seen in the Cochise County area of Arizona and has not been seen since. He had called his fiancĂ© asking for help, stating he had run out of gas. Later that day Ristovski’s car was found by local Sheriffs Deputies abandoned on a back road north of Interstate 10. A search and rescue mission was launched by both Cochise County Sheriff’s Department and the New Mexico State Police, but Ristovski was not found.
A couple of days later, On March 11, 2011 there was a reported sighting of Ristovski near a set of railroad tracks that run along the Arizona/New Mexico state border. A wallet containing his identification was located nearby. Ristovski could be in need of medication for a medical condition that he suffers from.
Ristovski is a 33-year-old male White, black hair, brown eyes, 5 feet 9 inches tall, and weighs about 200 pounds. His head is usually shaved and he has a one inch scar on the right side of his head, above his eye. He was last seen wearing black sweat pants, black hooded sweat shirt, white t-shirt and grey converse sneakers.

Ristovski is the father of an 11-month-old son and it is very unusual for him not to have contact with the child or other family members.

An international coalition launched its first strikes on Libya Saturday to destroy the country’s air and missile defense systems and prevent further attacks by the Libyan government on its citizens and rebels in and around the rebel held city of Benghazi, a senior U.S. military official said.

More than two dozen warships and a large number of war planes from several countries made up the initial strike force, which was led by the U.S. military’s Africa command, the official said, speaking in an embargoed briefing a few hours before the operation began.

“The key first strikes would be on the coast because that is where the integrated air and missile defense systems,” the official added.
The first wave included sea-launched U.S. cruise missiles and the deployment of U.S. electronic warfare aircraft.

Forces led by Moammar Gaddafi entered the eastern rebel stronghold of Benghazi Saturday after airstrikes and fierce fighting as the United States and its allies prepared to launch military attacks on Libya.

A warplane was shot down over Benghazi. Government troops — some reportedly in tanks -- entered Benghazi from the west, in the university area. The city of 1 million quickly became a ghost town, with residents fleeing or seeking cover in barricaded neighborhoods. A Washington Post reporter saw the aircraft go down in flames. It was not known who shot it down.

On Friday, President Obama warned that the Libyan leader faced imminent military action unless his troops were withdrawn from all disputed cities in the country. But assaults on rebel-held towns continued despite government promises of a cease-fire.

Christopher, a Democratic Party mandarin who led the State Department during President Bill Clinton’s first term and found himself confronted by an array of foreign policy crises, most profoundly the ethnic slaughter in the Balkans and Rwanda, died Friday night in Los Angeles of complications from kidney and bladder cancer, the Associated Press reported. He was 85.

Almost four years after stepping down as secretary of state, Mr. Christopher, a senior adviser to Al Gore's 2000 presidential campaign against Republican George W. Bush, returned to the public arena as chief of the team that litigated the results of the Florida recount.

Los Angeles: On March 10, 2011, an off-duty LAPD officer driving home in his personal vehicle became the victim of a potentially deadly situation when a suspect fired a gun at the officer.

At about 8:40 p.m., an officer assigned to the Southwest Area Police Station had just finished his shift and was on his way home. The officer was driving his personal car in the number one lane of the southbound 110 Freeway when a black Toyota truck came up behind his car and the driver flashed his bright lights. As he continued driving, the officer became involved in a situation initiated and sustained by the driver of the Toyota truck.

While continuing south on the 110 Freeway in the number two or three lane, the officer saw the truck pull alongside the right of his car. When the truck pulled slightly ahead of the officer’s car, he saw that the driver’s side window was open and then experienced a bright flash followed by a loud bang. At that point, he believed the driver of the truck had fired a gun in his direction. In fear for his life, the officer drew his service pistol and an officer-involved shooting occurred, after which the truck continued south on the 110 Freeway to an unknown location.

The officer involved in this incident is Police Officer III Franck Peter, 21 years and 7months with the Department.

LAPD Force Investigation Division personnel responded to the incident and are investigating the officer-involved shooting and the crime against the officer. As of this report, the suspect has not been identified.

The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and Board of Police Commissioners for compliance with the Department’s use-of-force policy, which states that an officer’s use-of-force actions must be objectively reasonable. Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the shooting.

Naked Preschool Burglar Captured on Surveillance Video Suspect Walks Around and Displays Sexual Behavior

Los Angeles Police Department detectives are asking for the public’s help in identifying a suspect who has twice broken into a preschool in the 400 block of North Soto Street and whose image was caught on surveillance video.

On November 14, 2010, at about 8 p.m., and again on March 6, 2011, at about 3 p.m., the suspect forced his way into the "Centro De Alegria" Pre-School in the Boyle Heights Area of the City. Once inside the suspect ransacked the school, looking for items of value and leaving with various items of property including money and keys.

After committing the burglary, but before leaving the school, the suspect can be seen taking off his clothing, masturbating and engaging in strange sexual behavior while parading around the lobby.

The suspect’s behavior is cause for concern and there is a sense of urgency to get him positively identified and taken into custody.

The State Department announced Wednesday night that it would arrange charter flights to evacuate family members of U.S. diplomats from Tokyo and other parts of northern Japan. Undersecretary Patrick Kennedy said the flights may also be made available to private U.S. citizens who are unable to get flights out of the country.

The Pentagon said that it would extend the offer to eligible dependents of its officials as well. The U.S. Embassy in Tokyo will remain open, and the evacuations are voluntary, Kennedy said.

Attempted Murder Suspects Sought

The Los Angeles Police Department’s (LAPD) Olympic Division detectives are asking for the public’s help in identifying the suspects and vehicle whose images were caught on surveillance video during a shooting in the mid-town area of Los Angeles.

On March 9, 2011 , at around 3 : 30 p.m., two suspects walked up to a male victim in his 20s and shot him multiples times in the 1700 block of South Ardmore Avenue. The suspects then ran into an awaiting ‘90-‘95 Ford Mustang, white with flame designs on the doors, where two additional suspects were waiting inside. The victim was injured from the shooting, but his injuries were not life threatening.

The two suspects who did the shooting were described as Hispanic men in the age range of 16 to late 20s. They were about 5 feet 5 inches to 5 feet 10 inches tall and weighed around 140 to 160 pounds. They were last seen wearing dark-colored baseball caps . The two suspects who were waiting in the Ford Mustang were described as male Hispanics, 20 to 25 years old, with spiky hair. Detectives are trying to understand what prompted the shooting.

1985 Cold Case warrant issued - San Marino murder suspect

Today, Tuesday March 15, 2011, the Los Angeles County District Attorney’s Office filed murder charges on Christian Karl Gerhartsreiter for the 1985 murder of 26 year old John Sohus.
Suspect Gerhartsreiter is a German national who is also known as Christopher Chichester or Clark Rockefeller.

In February of 1985, John (26) and Linda Sohus (28) disappeared from their home in the 1900 block of Lorain Road in San Marino, California.

In 1981, prior to their disappearance, Gerhartsreiter arrived in San Marino. He eventually rented a guest house from Ruth Sohus, the mother of John Sohus.
Shortly after John and Linda’s disappearance, Gerhartsrieter also disappeared.

On May 5, 1994, during a swimming pool excavation on the Lorain Road property, unidentified human remains were unearthed by the construction crew. San Marino Police were called to the scene, followed by Los Angeles County Sheriff’s Homicide Bureau personnel and Los Angeles County Coroner’s personnel. Those remains were eventually identified as John Sohus.

Linda Sohus was never heard from or seen again, and her remains have not been found.

Efforts to locate Gerhartsreiter in 1994 failed and the case went cold. From 1994 to 2008, Gerhartsreiter was still a suspect in this case.

On July 27th, 2008, Gerhartsreiter kidnapped his daughter in Boston, Massachusetts. He was sentenced to prison in June of 2009 and is currently serving time in Gardner State Prison in Gardner, Massachusetts. He will be eligible for parole in 2012.

Once Gerhartsreiter was found in 2008, Detectives Tim Miley and Delores Scott from the Cold Case Unit of the Los Angeles County Sheriff’s Department Homicide Bureau, reopened the investigation into the murder of John Sohus.

Through the use of modern technology combined with evidence gained at the crime scene, as well as recent investigative leads, Sheriff’s Cold case homicide detectives presented the evidence to the Office of the Los Angeles County District Attorney for consideration for filing an allegation of murder against Suspect Gerhartsreiter. The D.A. filed the case Tuesday alleging murder, and the judge issued an arrest warrant.

Sheriff’s Cold Case Homicide detectives are seeking extradition of Gerhartsreiter from the state of Massachusetts.

Sheriff’s Cold Case Homicide detectives are asking for the public’s help dating back to 1985. Linda Sohus has never been found. Possibly someone has information about this case and did not share it because they thought it was minor, yet it may actually be an important link to this case.

The blaze erupted early Wednesday local time in the outer housing of the reactor’s containment vessel, utility officials said. Firefighters are trying to put out the flames.

Meanwhile, many members of the public want to help too. Experts indicate that the best donation is money so that supplies can be purchased close to the affected areas. This saves on transportation costs and logistics.

Unfortunately, while many people are extending a helping hand, criminals use the opportunity to cheat and steal from those who are trying to help those in need.
The following three sections will help you make a better decision on how to provide help to others while protecting yourself, if you decide to assist:

1. Protect yourself from fraud
A. The Federal Trade Commission, the nation's consumer protection agency, has provided a "charity checklist" to advise consumers about donating wisely to charities.

If you are asked to contribute to a charity, you should:
a. Ask for the name of the charity if the telemarketer does not provide it promptly;

b. Ask what percentage of your donation will support the cause described in the solicitation;

c. Verify that the charity has authorized the solicitation;

d. Do not provide any credit card or bank information until you have reviewed all information from the charity and made the decision to donate;

e. Ask for a receipt showing the amount of the contribution and stating that it is tax deductible; and

In response to the earthquake and Tsunami in Japan, the U.S. Agency for International Development (USAID) is dispatching a Disaster Assistance Response Team (DART) and has mobilized its partners, the Fairfax County Urban Search and Rescue (USAR) Team and the Los Angeles County Search and Rescue Team. Each USAR team will be composed of approximately 72 personnel, search and rescue canines and approximately 75 tons of rescue equipment. The USAR teams will be accompanied by USAID disaster experts who will assist with assessments of the situation.

Following a major disaster, most relief organizations and emergency responder agencies are extremely busy, even if they are outside the affected area. Diamond Bar Home Invasion Robbery Suspect Arrested
Sheriff’s Asian Gang Team investigators use DNA to identify Yong Suk Kim (45), of Torrance, as the suspect in a home invasion robbery case in an affluent gated community in Diamond Bar.
On August 10, 2009, at about 3:00 AM, a Korean-American family of four was terrorized in their own home by a masked man.

The 45-year old mother of three was asleep in her bed when she was awakened by a man standing over her. The masked man threatened to kill her if she did not cooperate with him. As she lay in bed, the victim looked to her seven year old son who was sleeping next to her and saw that his mouth and hands were already bound in duct tape. Knowing her other children were probably asleep in their beds, the woman grabbed a pair of scissors, which were apparently brought into the room by the suspect, lunged, and fought with the suspect in the defense of her other children.

"Blood left at the scene indicated the mother stabbed the suspect with the scissors during the struggle to defend her children," said Sergeant Steve Kim, Sheriff's Asian Gang Team.
The struggle between the mother and suspect continued into the hallway, where the victim began to scream for help.

The woman’s 17-year old daughter heard the commotion and from another room saw her mother fighting with the intruder. The daughter grabbed her cell phone and tried to call 911, but the suspect ran toward her and snatched the phone away, preventing her from calling for help. The woman’s 13-year old son also heard the commotion and came to the aid of his mother. But the suspect overpowered them.

The woman fought with all her might and was able to push the suspect down the flight of stairs. After the suspect fell, and landed on the first floor, he ran out of the house.

Deputies from Walnut Sheriff’s Station, Los Angeles County Sheriff's Department, responded to the location and began an extensive search of the area for the suspect, but were unable to locate him.
Investigators from the Sheriff’s Department Operation Safe Streets Bureau – Asian Gang Team were summoned to the scene, and investigated the incident.

During their investigation, investigators found several blood stains inside and outside of the house. Sheriff’s Department Crime Scene Investigators from the Sheriff's Scientific Services Bureau (Crime Lab) were called to the home and collected biological samples and several other pieces of evidence. The biolical evidence was processed and that information was entered into the Combined DNA Index System (CODIS) of the Federal Bureau of Investigation (FBI). However, at the time it was checked, no match was identified.

The case went cold as all the investigators leads did not identify the suspect. However, The DNA profile remained in CODIS, which automatically runs it for a match every time a new DNA profile is inputted.
In December of 2010, sheriff's investigators learned that there was a match on the DNA profile they entered over a year ago. This positive match led them to Suspect Yong Suk Kim, a 45-year old Korean national from Torrance.

Investigators determined Suspect Kim had been arrested by the United States Postal Inspection Service in October of 2010 for bank fraud. Per protocol and the law, Postal Inspectors collected Suspect Kim’s DNA at the time of his booking and entered the DNA profile into CODIS.
The CODIS hit matched.
Suspect Kim is currently being detained at the Federal Bureau of Prisons – Metropolitan Detention Center in Los Angeles, awaiting sentencing for the bank fraud case.

A background check by sheriff’s investigators revealed that at the time of the robbery, Suspect Kim lived in the same gated community in Diamond Bar as the victims. Soon after committing the robbery, Suspect Kim moved to the city of Torrance, where he lived until his arrest.

Investigators from the Asian Gang Team interviewed Suspect Kim at the detention center on Friday, March 11, 2011, at which time Suspect Kim confessed to the crime. Suspect Kim admitted that he was financially struggling at the time of this robbery. Investigators will present this case to the Los Angeles District Attorney’s Office for cosideration of prosecution.

An explosion was heard at 6:10 a.m. Tuesday at a damaged reactor at the Fukushima Daiichi nuclear complex, the Japanese nuclear safety agency said.

Officials said earlier that four out of five pumps being used to flood the unit 2 reactor had failed and that the other pump had briefly stopped working, hastening the meltdown of fuel rods that at one point were fully exposed. Two explosions occurred in other reactors at the complex, one on Monday and one on Saturday.

Four People Shot Near Popular Nightclub

Four People Shot Near Popular Nightclub
Four people were shot during a disturbance near a nightclub early Sunday morning.

On March 13, 2011, at about 3:00 a.m., Hollywood Area Officers received a radio call of "Shot's Heard” in the 1900 block of North Cahuenga Boulevard.

When the officers arrived at the location they found four victims suffering from gunshot wounds.

Witnesses reported seeing a fight break out in front of a nightclub that erupted in gunfire. When the shooting began the witnesses ran for cover, and some of them boarded a Party Bus that was parked nearby. The Party Bus then drove off to avoid becoming involved in the shooting incident.

Victim one, a female White, 22-years of age from North Hollywood, suffered a gunshot wound to her buttocks; Victim Two, a male Black, 46-years of age from Riverside, suffered a graze wound to the side of his head; Victim Three, a female Hispanic, 21-years of age from Riverside, suffered a graze wound to her head, and Victim Four, a male Black, 29-years of age from Atlanta Georgia, suffered a gunshot wound to his leg. All of the victims were transported to a local hospital and all were listed in stable condition with non-life threatening injuries.
Officers were able to locate the Party Bus and determined that none of the occupants on the bus were suspects in the shooting.
The shooting suspect is described as a male Black, early 20’s, thin build, blue and white shirt, his hair styled with multiple twists held with small rubber bands.

Man Trying to Catch Bus, Is Run Over and Critically Injured
A man apparently running to catch a bus was run over and seriously injured by that bus.

On March 12, 2011, at around11:25 p.m., Namar Burton, a 22-year-old Murrieta resident, was attempting to catch his bus at the corner of McCadden Place and Yucca Street. The party bus Burton had been on began traveling southbound on Yucca Street, and then turned eastbound onto McCadden Place, when Burton was hit.
The cause of the collision has not been determined and is still under investigation.

The Los Angeles Fire Department personnel responded and transported Burton to a local hospital where he was being treated for his injuries and was listed in grave condition.

A sergeant from the Parks Bureau of the Los Angeles County Sheriff's Department's in rescuing and rehabilitating horses for mounted patrol service.

Sergeant John Hargraves is a 30-year veteran with the Sheriff's Department and has always had a love for horses. He is also the supervisor for the Mounted Enforcement Detail (MED) of the Sheriff's Parks Bureau.

Hargraves' current horse is very old and needs to retire from active service on mounted patrol.
So he began searching the area for some suitable horses. During his search he discovered through the Los Angeles County Department of Animal Care and Control Equine Response Team (LACDACC-ERT) that several horses had been seized by Animal Control officers in recent months because they were being starved.

Hargraves went to the equine shelters in Lancaster and Castaic, and found two suitable horses, a thoroughbred Mare and a Palomino Gelding.

The Mare responded correctly to cues to walk, trot, back, and turn on her front and hind legs. She was a former race horse and was found starving to death on a ranch.

The Palomino also responded very well to cues and seemed eager to please. He was an abandoned animal, starved, and had got stuck under a fence.

Hargraves said, "These two horses have been well trained, are trusting, and willing to obey cues. How someone could leave them to slowly starve to death is beyond comprehension."

He determined it would be worth the effort to help bring these two abandoned animals back to health and train them for mounted enforcement work. He will work with a trainer for their basic training, and then assist them through the Mounted Enforcement Detail training and certification.

"The goal is to prove that you don't need to have an expensive horse to be on the Mounted Enforcement Detail, just one that is sound, calm, and willing to learn and trust you," said Sergeant Hargraves.
