Prescription Drug Take-Back Day- Saturday, April 30, 2011

Community Message has been issued by the LASD - Headquarters Newsroom (SHB), Los Angeles County Sheriff.

Prescription Drug Take-Back Day - Saturday, April 30 --- Twenty LASD locations

The Los Angeles County Sheriff’s Department, Drug Enforcement Administration (DEA), and other U.S. police agencies have again partnered to offer the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs.

In Los Angeles County, this combined effort will take place on Saturday April 30th, from 10 a.m. to 2 p.m.. The service is free and anonymous with no questions asked.

This initiative addresses a vital public health issue. Medicines that languish in home cabinets are highly susceptible to misuse and abuse. Prescription drug abuse rates in the United States are alarmingly high, as are the number of accidental poisonings and overdoses due to those drugs. More Americans abuse prescription drugs than the number of those using cocaine, hallucinogens, and heroin combined.

In September 2010, during the last multi-agency effort, Americans turned in 242,000 pounds (121 tons) of prescription drugs at nearly 4,100 sites operated by the DEA and more than 3,000 state and local law enforcement partners.

Additionally, in Los Angeles County over the past year, the following has been collected by the Los Angeles County Sheriff’s Department, and disposed of in a safe manner:

15, 041.81 pounds of prescription medications (nearly 8 tons)

3,478 pounds of used (376,237) syringes (nearly 3-1/2 tons)

5.33 pounds of illicit drugs

The public is urged to safely drop-off your unused prescription drugs on Saturday, April 30, in this joint nationwide effort. The Los Angeles County Sheriff’s Department’s “Safe Drug Drop-Off” boxes are available 24-hours a day, seven days a week, in front of the following LASD patrol stations:

Juveniles who vandalized Calabasas High School identified by sheriff's detectives
https://local.nixle.com/alert/4683819/?sub_id=80899

Detectives with the Malibu/Lost Hills Sheriff's Station have identified three juvenile subjects who recently vandalized Calabasas High School. The three teenagers are students of the high school.

Initial information obtained by sheriff's detectives during the investigation provided no evidence of a racial or religious conflict at Calabasas High School. Based on the subjects statements, the spray painted messages were a result of the subjects feeling they had been mistreated during the school year.

The Sheriff's Department investigation has revealed that the three teenage boys responsible for the vandalism did not intend to target a specific ethnicity or religion.

We have three students who were angry with a number of fellow students and teachers. They showed their frustration by spray painting extremely offensive words and symbols throughout the school grounds. The hurt that this has caused to the students, teachers and community, is much worse than the approximately $2,000.00 in damage to the school grounds.

The words and symbols were not focused on one ethnicity or religion. They included words and symbols that are anti-Semitic, as well as racial insults against African-Americans, and profanities directed at specific students and teachers who had upset them.

Based on the statements of the subjects and the content of their graffiti vandalism, their intent was to upset the people they felt had wronged them, rather than a criminal hate crime.

The subjects displayed remorse for their actions and a heightened understanding of the pain that they have caused. Because they are minors, no further information will be provided about their identities. Detectives are seeking criminal prosecution for felony vandalism and reimbursement to the school for the cost of the damages. The criminal investigation will continue with the eventual presentation of the evidence to the Los Angeles County District Attorney's Office at Juvenile Court. All three are being arrested today.

Malibu/Lost Hills Sheriff’s Station and the Las Virgines Unified School District continue to collaborate in providing and maintaining a healthy and safe learning environment.

Prior to this crime being committed during the late night hours of Friday, April 22, Calabasas High School officials had already arranged for a Holocaust survivor to speak with students at the school this week.

Enhancing the school district’s curriculum, the Los Angeles County Sheriff’s Department’s S.H.A.R.E. Tolerance education trailer will be at Calabasas High School this week and next week.

The S.H.A.R.E. (Stop Hate and Respect Everyone) Tolerance trailer and educational program of the Los Angeles County Sheriff's Department will be available at Calabasas High School this week. Sheriff's deputies trained as facilitators will give presentations and discuss issues related to hate crimes with students.

The S.H.A.R.E. Tolerance is an award-winning program created to educate members of the community, particularly our youth, regarding the dangers of hate and intolerance. It was conceived and developed by deputy sheriffs who care about the problem and wanted to do something effective about it.

Utilizing a custom-built mobile theater, uniformed deputies show a 35-minute documentary film about hate crimes to groups of up to 24 people at a time. Afterwards, the deputies facilitate a 60-90 minute discussion about the film, the issues it presents, and the challenges of combating hate and intolerance.

Sheriff Lee Baca said, “Deputy sheriffs and police officers have the public’s trust, they have leadership skills, and they care. S.H.A.R.E. Tolerance is a great example of our Department’s Core Values that each of us displays the courage to ‘stand against racism, sexism, anti-Semitism, homophobia, and bigotry in all its forms.

Officer Shot in Sylmar Released from Hospital

Officer Shot in Sylmar Released from Hospital

Los Angeles: Los Angeles Police Department (LAPD), Metropolitan Division K-9 Officer Steven Jenkins was released from the hospital today just in time to spend Easter with his family and fellow officers.

On April 4, 2011, around 3 a.m., Metropolitan K-9 Police Officer III Steven Jenkins, 21 years and 11 months with the Department was in the 13600 block of Dronfield Avenue involved in a search for a domestic violence suspect. As Jenkins and his fellow officers approached the residence, a suspect later identified as 53-year-old Sergio Salazar of Sylmar, opened fire on Jenkins critically wounding him in the face and chest.

Jenkins was taken to safety by other police personnel and immediately transported to a local hospital by Los Angeles Fire Department personnel who had been on scene treating the victim of the domestic violence. The location was contained and SWAT personnel responded to the barricaded suspect. The gunman was later discovered dead from apparent gunshot wounds and two rifles were recovered from the immediate vicinity of Salazar.

Since that fateful day Jenkins has undergone a series of surgeries and continues to recover from his injuries. Officer Jenkins, his family and the LAPD expressed great appreciation for all the support they have received from community members and the LAPD family and friends. Steve and his family are extremely grateful to all of the medical personnel at both Holy Cross Medical Center and the USC University Hospital, who were heroic in their own right as they provided critical care for Officer Jenkins.

Members of the LAPD's Metropolitan Division, K-9 Unit, Sergeant Miles Taylor, Police Officer III David Wade, Police Officer III Linda Travis and Police Officer III Joshua Kniss were part of Officer Jenkins' search team the night when Steve was ambushed and shot by Salazar. They have remained by Steve's side throughout this ordeal as has Jenkin's wife Beth. Today, his team was steadfast by his side as they escorted him from the hospital into a Metropolitan suburban. "Today we are here to finish our call with Steve, together and we are going to get him home to his family" said Lieutenant Bob Arcos, Officer-in-Charge of the K-9 platoon. "This is a great day for all of us. These officers risk it all everyday for our Community and we are very grateful for the support Steve and his family have received", Arcos continued. Officer Jenkins loaded up into the black suburban, jaw still wired shut, as he managed a smile as best he could, a wave just before he was driven away with his K-9 partners and wife Beth. Officer Jenkins has a long road of recovery ahead, but on this day he has one single mission, to spend a thankful Easter weekend at home surrounded by family and friends.

LASD sheriff's stations win international awards 1.Palmdale 2.SouthLA 3.Crescenta Valley-Altus Global Alliance

LASD sheriff's stations win international awards 1.Palmdale 2.SouthLA 3.Crescenta Valley-Altus Global Alliance
(Click on hyperlink at the bottom of this message to see photos)

Palmdale Sheriff's Station Captain Bobby Denham recently returned from a Global Conference in Amritsar, Punjab, India where Palmdale Station was the recipient of an international award for their achievements as a Citizen-Centric organization.

In fact, Los Angeles County Sheriff's stations earned the top three awards: 1. Palmdale Station 2. South Los Angeles Station and 3. Crescenta Valley Station.

The award conference was hosted by the Altus Global Alliance, an alliance of six academic centers and non-governmental organizations on five continents around the globe, which works in partnership with government institutions to strengthen the delivery of public safety and justice.

The conference reported the results of activities during Police Station Visitors Week 2010, which was organized by Altus Global Alliance. Now in its fourth year on the global scale, Police station Visitor Week gives civilians an opportunity to visit local police stations and to assess the services provided by police.

Over 6,000 civilians visited in total over 1,100 police stations in 21 countries around the world.

Besides giving civilians the opportunity to become better acquainted with the police, it gave police insight into how their services are evaluated and how to further improve them. Altus recognized those police stations that visitors rated most highly and shared their practices nationally, regionally and globally.

In the United States 27 stations participated with 125 visitors evaluating the agencies in Altus’ Police Week. The station visits, held from October 18th through October 24th, 2010, brought residents into their local police stations to observe and rate basic conditions and services. The simple 20-item assessment tool developed by Altus covered five core aspects of a police station and the services provided there: community orientation, physical conditions, equal treatment of the public, transparency and accountability, and detention conditions. By combining visitors’ ratings, stations receive a score in each area and an overall score based on the average of the five area scores.

Palmdale Station ranked number one in North America with an overall score of 99.0, with a perfect or very high scores in each area of observation, the Palmdale Sheriff’s Station in Los Angeles County is the most highly rated station in North America.

The full report of the “Police Station Visitors Week” can be found on Altus website at www.altus.org or more directly at
http://www.altus.org/pdf/apsvw_gr2010_en.pdf
The following was taken from Global Report compiled and issued following the Police Week evaluations:

Palmdale is separated from the city of Los Angeles by the San Gabriel Mountain range. As of January 1, 2010, the population of Palmdale was estimated to be 152,622.

An officer that was highly knowledgeable about all areas of the sheriff’s station led the visitors on their tour of the facility. As the team leader later recalled, “We were given demonstrations on how equipment and technology are utilized. The group was shown the processes for booking evidence and detainees. Every department, from secretaries to the detective’s bureau, was thoroughly explained to us.”

The visitors were most impressed with the ergonomics of the station. There are many aspects of the station design that make operations more efficient and effective. For example, bag lockers are located outside, directly adjacent to patrol vehicles. In addition, although specific departments have their own designated areas, there is “a feeling of accessibility and ease of communication within the facility.”

The main center of operations (the “call room”) is located away from the Watch Sergeant’s office, so that officers receiving calls for service are not distracted by the commotion of deputies reporting to the Watch Sergeant. At the same time, the Watch Sergeant’s desk is within eyesight of the operations/call room, thereby facilitating immediate communication between the two hubs of activity at all times.

The visitors were also impressed by the use of Los Angeles County Sheriff's deputies as so-called Town Sheriffs. The Town Sheriffs participate in Neighborhood Watch meetings, where they share information about local crime, answer questions from residents, and are directly accessible to members of the community in situations that may not require a call to the station for emergency service. “This program appears to be a successful approach to community policing based on the information and statistics provided to us,” the team leader said.

Captain Denham, who was invited to India to receive the award and give a presentation on Palmdale Station commented "the honor we received in India is a direct reflection of the partnerships formed by the Palmdale Station and the community we serve. It is apparent the evaluators were impressed with the community programs both the City of Palmdale and the Sheriff's Station have pioneered, such as the Zone Deputy Program and the Partners against Crime Program."

"It is these community based programs that bring the citizens of Palmdale Station’s patrol area into the ground level of our crime fighting process. With their involvement we have seen our crime rate continue to decrease and our valley become a safer place to call home."

“Congratulations to Captain Denham and his entire Sheriff’s team over at the Palmdale Station,” said Palmdale Mayor Jim Ledford. “We know they truly are the finest in the world, and now everyone else does, too. To be recognized in this manner shows once again that our concept of bringing the Sheriff’s Department, City staff and residents together to address the issues we face, through activities such as our Neighborhood Watch program, is working very well.”

"This is the second time that the Altus organization has recognized Palmdale Station. Truly, the strength of Palmdale station has always been the relationship between the Sheriff's Department, the City, and the community. We are so pleased to once again have international recognition for the efforts here in Palmdale." Commented Public Safety and Community Relations Director Anne Ambrose.

Tattoo of 2004 murder scene on chest of Pico Rivera gang member leads to 2011 conviction

Community Message has been issued by the LASD - Headquarters Newsroom (SHB), Los Angeles County Sheriff.

Friday April 22, 2011 3:58 PM PDT

Tattoo of 2004 murder scene on chest of Pico Rivera gang member leads to 2011 conviction

In August of 2008, Los Angeles County Sheriff's Homicide Detective Sergeant Kevin Lloyd was looking through photos of gang members tattoos when he saw something that stopped him cold.

The tattoo he saw on the chest of 22-year old Anthony Garcia stunned him. It looked just like a murder scene Sergeant Lloyd remembered from when he worked as a sergeant at Pico Rivera Sheriff's Station in 2004.

The tattoo depicted a victim being shot and a liquor store in the background. The street light and even more details on the tattoo brought back memories.

Although it wasn't the tattoo he was looking for, it certainly got his attention.
Sergeant Lloyd found that the photo of Garcia's chest had been taken on March 28, 2008, by Deputy Mario Chairez of the Pico Rivera Sheriff's Station graffiti team. Deputy Chairez had taken several pictures of Anthony Garcia's tattoos after he was arrested and booked at Pico Rivera Station for driving on a suspended driver's license by the California Highway Patrol officers.

Sergeant Lloyd looked up the unsolved January 23, 2004 murder case and was reminded of when 23-year old Pico Rivera resident John Juarez was shot dead in front of Ed's Liquor at 6616 Rosemead Boulevard in Pico Rivera.

He pored over the cold case file and compared the crime scene photos with the photo of the tattoo on Garcia's chest.

The tattoo window and frames of the store are similar to the crime scene photo of the liquor store, even the tattoo line on the roof represents the Christmas lights.

The tattoo shows a peanut man being shot then falling down face down. A helicopter is depicted shooting the peanut man.

The gang nickname of convicted murderer Anthony Garcia is "Chopper." (Chopper is common slang for a helicopter)

Garcia's gang refers to members of their rival gang as "peanuts."

The direction that the shots were actually fired, matched those in the tattoo.

The tattoo street light and street sign to the left of the liquor store resemble the corner of Rosemead and Carron St., the scene of the murder.

Above the scene on the tattoo it says "RIVERA KILLS." Rivera-13 is the name of Garcia's gang.

Sergeant Llloyd enlisted the aid of Sheriff's Major Crimes Bureau investigators and was able to locate Suspect Garcia living with relatives in the city of La Habra.

An arrest and search warrant was obtained and planned with sheriff's deputies from Major Crimes Bureau, as well as gang investigators with Pico Rivera - Operation Safe Streets Bureau, and Pico Rivera Station patrol deputies.

On October 16, 2008, Garcia was arrested by sheriff's deputies at a La Habra residence without the need for the use of force. He was taken to Norwalk Sheriff's Station and interviewed. While in the station jail he confessed.
Anthony Garcia was booked that day for murder.

The Office of the Los Angeles County District Attorney prosecuted the case against Garcia. On Wednesday, April 20, 2011, Anthony Garcia was convicted by a jury of first degree murder with gang enhancements. He will be sentenced on May 19, 2011, in Norwalk Superior Court.

Sergeant Kevin Lloyd's incredible observation of Garcia's extraordinary tattoo, combined with great investigative work is one of the reasons why sheriff's homicide investigators are known as “The Bulldogs.” Fate and tenacious police work brought this convicted murderer to justice.

During the investigation, Sergeant Lloyd determined that the driver of the getaway car was gang member Robert Armijo, a 28-year old resident of Pico Rivera. He was located by Sheriff's Operation Safe Streets gang investigators in Pico Rivera and arrested. He was interviewed and confessed to Sergeant Lloyd his involvement in the murder. He pled guilty to being the getaway car driver and is facing a sentence of 20 years in prison.

The Defense of Marriage Act (DOMA)

The Catholics for the Common Good Institute have identified an issue on The Defense of Marriage Act (DOMA):
...President Obama’s recent decision not to defend The Defense of Marriage Act (DOMA) was based on his Administrations' stated policy that there is no legitimate government interest in marriage for the raising of children by both of their biological parents, which was Congress' justification for defining marriage as a union between one man and one woman.

There is legislation pending in the California Assembly, SB 48, that, if passed, would sexualize the social studies curriculum even in elementary schools by changing textbooks to highlight contributions by gay, lesbian, bi-sexual, and transgendered people. It is one of many proposed laws that are geared to contribute to the curriculum that is already undermining the understanding of love, relationships, marriage, and family for millions of California children.

We are disturbed by these things and grow restless. If we are not careful this can lead to despair and a sense of hopelessness...

Breaking News Alert: FAA to change air traffic controllers' schedules following another sleeping incident

April 16, 2011 1:42:09 PM

----------------------------------------
The Federal Aviation Administration has suspended another air traffic controller allegedly caught sleeping on the job and is taking immediate steps to end the scheduling system responsible for putting sleepy controllers behind the microphone.

FAA administrator Randy Babbitt said a Miami-based controller who directs planes after they reach cruising altitude fell asleep on the job early Saturday.

Babbit said, as a result of the seventh instance this year when he has suspended a controller for allegedly sleeping on the job, he would end a scheduling system which often puts controllers back on the job after just eight hours off.

Breaking News Alert: Senate passes 2011 funding bill, sending it to President Obama

April 14, 2011 5:57:11 PM

----------------------------------------
The Senate on Thursday passed a bill that would fund the federal government through the end of September and reduce federal agency budgets by more than $38 billion. The funding deal, announced late last week, passed the Senate Thursday on a bipartisan 81-to-19 vote, hours after the House passed it on a 260-to-167 vote. Ahead of the final vote, the Senate also rejected measures that would have defunded the national health-care law and Planned Parenthood; the two Senate votes had been agreed to as part of the budget deal. President Obama must sign the funding measure into law by midnight Friday in order to avert a federal shutdown.
